广东省粤和商务交流与节能推广中心是2010年3月在省民间管理局申请并批准成立的民办非企业的社会组织，也是第一批有资质承接政府职能转移和购买服务的服务机构。中心的主要职能是协助政府部门做好对企业、单位节能减排项目专项资金扶持的论证和评估工作。促进企业合理使用能源，推广节能减排技术、产品、知识的应用及服务，为政府提供科学、可靠的依据。依托政府和社会建设本省节能减排产业最大的交流、推广、应用平台。服务的方向：
Guangdong Yuehe Business Communication and Energy Conservation Promotion Center (hereinafter referred to as the Center) is the NGO applied to the Guangdong NGOs Administration Bureau to established in March 2010. The Center is the first batch of service agents qualified to take on the shifting of governmental functions and government procurement service. The main functions of the center are to assist the governmental department to better access and evaluate the value of the earmarked funds of energy conservation and emission reduction for companies and other unities. It aims to promote companies to rationally use the energy, promote application and service of the energy conservation and emission reduction technology, products and knowledge, which can also serve as a scientific and reliable data for the government’s reference.It relies on the government and the society to build up the platform for the energy conservation and emission reduction exchanges, application and promotion platform.
（１）宣传党和政府的节能方针政策。对我省能源利用发展规划、新能源开发、能源管理、节能技术进步以及国内其它省市（含国外）发展现状进行调查研究，为政府决策提供建议，为企业提供政策、产品、技术咨询。
The Center promote the government policy and regulations on energy conservation. It conducts researches and infield inspections on the energy utilization, new energy exploration and development, energy management, and energy conservation technology in other provinces and cities in China as well as overseas market. All these can serve as a suggestions for governmental decisions and serve companies with information on policies, products and technology consultation.
（２）向会员单位提供搜集、整理到的国内外科技、经济节能信息资料、开拓信息渠道；帮助会员单位培训各类技术、管理人才，对企业及会员单位的节能改造和管理成果进行总结交流、组织推广，适时编辑出版相关的刊物。
The Center provides, searches and compiles information and materials on technology and economically energy conservation, and explores ways for membership companies to get access to information; it assists membership companies to train various technological and managerial talents, and provides periodicals to members or builds up platforms for companies to exchange experience and ideas about the transformation, improvements or achievement on energy conservation and management.
（３）为企业牵线搭桥，对优秀节能产品进行评估、鉴定和推荐。组织节能技术和新能源的开发，推广节能新技术、新工艺、新材料和新产品，为企事业单位提供节能技术方案及管理方案的咨询服务。
The center serves as a bridge and forms the alliance for companies. It carries out appraisal, evaluation and recommendation of advantageous and excellent energy conservation products. It organizes companies to conduct exploration on new energy conservation technology and new energy, promotes new technology, art-crafts, materials and products in energy conservation, and provides consultation services on energy conservation technology plans and managerial plans for member companies.
（４）代表企业向政府反映情况，提出要求及建议。协助完成政府及有关部门交给的调查和咨询任务，接受政府部门委托的工作。
The center represents the companies to raise feedback, suggestions and advice to the governmental departments. It assists and coordinates relevant government departments to finish researches or consultation tasks and takes on other work or tasks entrusted by the government.
（５）加强会员自律工作，制定会员共同遵守的约束性公约和条例，协助政府做好节能管理工作。
It aims to strengthen the self-discipline of the membership companies. It drafts up regulatory pacts or regulations for members to abide by, and better coordinates with the government to conduct energy conservation management.
（６）积极发展与国内、外相关的经济组织的关系与合作，组织参加市内、外（含国际）节能产品的展览（展销）会，并进行技术交流。
The Center actively develops and seeks cooperation opportunities with other economic entities both at home and abroad. It organizes companies to participates the energy conservation product exhibitions, fairs and the like in the city-level, as well as other commercial activities both at home and abroad. It builds up platforms for companies to conduct technology exchanges and communication.
（７）开展与国内外的节能技术合作，促进节能产品与技术的进、出口业务。
It conducts the energy conservation technology cooperation both at home and abroad, promotes the energy product and technology import and export.
（８）定期开展评比、总结工作，对节能工作有突出贡献的单位和个人给予表彰和奖励。
It carries out appraisal, evaluation and summary for the member companies, and grants honors and rewards to those featured companies or individuals with great contribution in energy conservation.
成立至今，中心经历了从成立到稳步快速发展的多个阶段。主要的业务范围是项目策划与评估、论证、技术改造与产品推广、合作交流与咨询、商务推广、展览。
Since its establishment, the Center has gone through various development stages with feast and steady pace. Its main business scope covers project planning and appraisal, evaluation, technology transformation, product promotion, cooperation, communication and consultation, business promotion, exhibition and fairs and so on.
在工作的过程中，中心工作人员能够严格按照相关规章制度办事，维持了良好的工作秩序。工作团队不断壮大，业务能力不断提升，形成良好的工作氛围。在广东省经信委、广东省商务厅、广东省人力社会资源保障厅等政府部门的关心和指导下，做了大量的工作，包括国内外的一系列经贸交流活动、展会；为企业、学校提供学习培训节能环保课程、节能咨询、评估等服务。给企业提供了一个很好的服务平台。
During its work, the personnel in the center strictly abide by relevant regulations and rules, and has maintained a good work order. With the increasing development of its workforce, the business scope is expanding with improving working atmosphere. With the support and guidance from the Guangdong Economy and Information Commission, Guangdong Department of Commerce and Guangodng Department of Human Resource and Social Security and other relevant departments, the center has conducted a lot of work including participation in a series of economic and trade communication and conference, provides service for energy conservation courses, training, consultation and evaluation and builds up a good service platform for companies.
此外中心的日常工作和财务管理上，各部门都有相应的直接负责人来进行管理和总结。做到了仔细认真，清晰透明。为中心的稳步发展奠定了一定的基础。中心也存在一些问题需要在以后工作中逐步进步的地方。
The Center designates relevant divisions within the center to entrust relevant person in charge of their respective daily routine and finance management with management and summary.The process is carefully attended, clear and transparent which serve as a benign foundation for future steady and better development of the Center. The Center needs to gear up for better improvement in work.
我们将在前进中不断思考，在改进中不断改善，发挥出更多、更大的能量让中心得到质一样的飞跃。
The Center will constantly reflect and ponder over its future development and seek improvements, so as to emancipate its potential and energy to gain quality leapfrog and development.
